Where and how to vote?
Primary method.
Voters in Croatia have to vote in person in a specific polling station based on their home address . Th e nearest polling booth can be identified at the website ( https://biraci.gov.hr/RegistarBiraca/ ) after the elections have been officially announced. Voting by mail, by proxy, and online is not possible.
Alternative method.
If a voter is away on election day, it is possible to vote at another polling station in Croatia or abroad provided an application has been filed with the state administration office at least 10 days before election day. Members of the armed forces or those on peace missions and operations, voters who are crew-members on sea and river vessels flying the Croatian flag, on watercrafts in inland sea waters and in Croatian territorial waters , voters housed in social care facilities and prisoners, are required to vote at special polling stations.
Polling day requirements
Voters need to bring either their identity or voting card to the polling station. The same requirements apply to both nationals and mobile EU citizens.
Who can vote?
General.
An individual must meet the following requirements to vote in EP elections in Croatia :
- hold Croatian citizenship or be a citizen of another EU Member State;
- be at least 18 years of age; and
- not be excluded from voting
Mobile EU citizens.
EU citizens must have permanent or temporary residence in Croatia.
Registration requirements.
Nationals. Croatians do not need to register in advance, as this is done automatically by the authorities.
Croatians residing or staying abroad may vote in diplomatic and consular missions of the Republic of Croatia abroad. To do so, they need to apply for active registration ( https://gov.hr/en/voting-abroad/1566 ). In the event they reside abroad and hold an electronic identity card, they will automatically be registered and entered on the electoral roll abroad for the upcoming elections.
Mobile EU citizens. EU citizens must register to vote by submitting an application for entry in the electoral roll no later than 30 days before election day to the local administrative authority in their place of residence in Croatia. As part of the registration they have to declare that they will only exercise their voting right in Croatia and that they have not been deprived of voting rights in their home country.
EU citizens must register on the electoral roll for every EP elections in Croatia, as their details will automatically be deleted from the electoral register once the elections have taken place .
Exclusions.
Croatians and mobile EU citizens who have been deprived of their voting rights in their home country cannot vote in EP elections in Croatia.
