Where and how to vote?

Primary method.

Voters in Estonia can vote in person o n election day a t the polling station that suits them best within their electoral district .

Alternative method.

Voters in Estonia can vote i n advance in a number of ways.

  • Electronically (i-voting): To vote electronically, a voter will need a secure computer with an internet connection and an ID-card with a reader, or a mobile-ID. They will also need to download the dedicated voter application, which is made available on the home page of the election website immediately before the start of e-voting (). Electronic voting begins at 09:00 on Monday of election week and ends at 20:00 on Saturday evening before the election.
  • At home: only for voters who apply in advance and have a health condition, lack transport or are of advanced age.

Voting by proxy is not possible in Estonia.

Polling day requirements

Voters need to identify themselves through their identity card or passport in order to receive the ballot paper. The same requirements apply to both nationals and mobile EU citizens.

Who can vote?

General.

An individual must meet the following requirements to vote in EP elections in Estonia :

Mobile EU citizens.

EU citizen s must have registered their residence in Estonia and must be listed in the Estonian Population Registry .

Registration requirements.

Nationals. In order to vote, a citizen must have been registered in the list of voters, which means that they must have their residence registered in the population register and then they will automatically be registered on the electoral roll. If voters changed address recently, it is advisable to check whether registration on the list of voters is correct.

Estonian living outside Estonia or those temporarily staying abroad may vote by post or in person at consulates . Estonian consulates ha ve to allow voting at the mission on at least two days in the period no earlier than fifteen days and no later than ten days before the election day. The times of voting at foreign missions are published on the web site of the Ministry of Foreign Affairs and the elections web site, and also in the elections information notice. To vote abroad , voters need to register with the Estonian consulate of the country where they are residing or staying temporarily. The application must have been received by the consulate not later than thirty days before election day.

Mobile EU citizens. Mobile EU citizen residing in Estonia can vote by submitting a one-time application to be registered in the electoral roll.

Exclusions.

Nationals or mobile EU citizens who have been divested of their active legal capacity or are serving a prison sentence cannot vote in EP elections.
