Where and how to vote?

Primary method: Voters must vote in person at the polling station indicated on the poll card received from the Central Electoral Commission. In the event the voter has not received a poll card, the voter can also print their poll card from the government’s website.

Alternative methods: Two alternative voting methods are made available for voters under specific circumstances.

Voting by post is possible only for voters that are hospitalised  or in a social care institution due to health issues or age, or  participating in mandatory military service. Postal voting is made possible at post offices which have been designated for the vote in the last Wednesday, Thursday or Friday preceding election day.

Voting at home is possible upon request only for disabled voters, voters with temporary working incapacity, voters aged 70 and over whose health prevents them from coming to a polling district. Voting at home takes place on the Wednesday and Thursday preceding election day.

Online voting is not possible. Voting by proxy is not possible.

Polling day requirements: Voters should present their signed poll card along with an identification document such as their passport, ID card, or residence card.

Who can vote?

General.

An individual must meet the following requirements to vote in EP elections in Lithuania:

  • hold Lithuanian citizenship or be a citizen of another EU Member State;
  • be at least 18 years of age; and
  • not be declared legally incapable by courts.

Mobile EU citizens. EU citizens must be resident in Lithuania in order to vote there.

Registration requirements.

Nationals.  Lithuanian citizens with primary residence in Lithuania are automatically registered in the electoral roll by the Central Electoral Commission based on the population register of the Republic of Lithuania.

Lithuanian nationals living or staying temporarily overseas may register to vote from abroad. They may request to cast their vote by post or at polling stations operated abroad by Lithuanian consulates. The application to vote from abroad can be made online.

Mobile EU citizens. EU citizens who are resident in Lithuania are usually registered in the electoral roll by the Central Electoral Commission based on the population register of the Republic of Lithuania. Before each EP election, mobile EU citizens receive a notice from the Central Electoral Commission informing them of their right to vote for EP elections in Lithuania. EU citizens wishing to vote in Lithuania must submit a written declaration to confirm they will not vote in their home Member State.

Exclusions

Mobile EU citizens who have been deprived of their voting rights in their home Member State cannot vote in EP elections in Lithuania. Lithuanian citizens and EU citizens can lose their right to vote in Lithuania if they have been deprived of the right to vote by a court decision.
