Where and how to vote?
Primary method: Maltese citizens and mobile EU citizens must vote in person at the polling station indicated on their voting card.
Alternative methods: Voting online or by proxy is not possible in Malta.
Polling day requirements: The voter is required to bring the voting card distributed prior to the election date by the police and a valid identity document issued by the Maltese authorities, namely an ID card for Maltese citizens or residence card for mobile EU citizens.
Who can vote?
General. An individual must meet the following requirements to vote in EP elections in Malta:
- be a Maltese citizen or a citizen of another EU Member State;
- be at least 16 years old prior to election day; and
- have not been convicted of any offence connected with the elections of House of Representatives, local councils or EP in Malta.
Mobile EU citizens. EU citizens must be resident in Malta in order to exercise their right to vote there.
Registration requirements.
Nationals. Maltese citizens are automatically registered in the General Election Register.
Malta does not give its nationals living abroad the possibility of voting in EP elections from abroad.
Mobile EU citizens. Mobile EU citizens must register as voters to appear on the separate register for non-Maltese EU citizens that reside in Malta and that have opted to vote in Malta for EP elections. The application form to be registered is available online but must be sent by post or delivered in person to a competent office (https://electoral.gov.mt/Media/Default/Documents/DOWNLOADS/ApplicationForms/MEPForm-3.pdf). Mobile EU citizens who apply for a residence card or ID card in Malta will automatically apply to be registered as voter in the relevant forms, unless they opt out.
Exclusions
Maltese nationals who have been deprived of their voting rights and mobile EU citizens who have been deprived of their voting rights in Malta or in their home Member State cannot vote in EP elections in Malta
