Where and how to vote?

Primary method.

Voters can vote in person in EP elections in the polling district in which they are registered as temporary or permanent residents. Citizens wishing to vote outside their place of permanent residence can either ( i ) apply for a voting right certificate from their municipal authority (in person or electronically) that allows the person to vote in any polling station, or (ii) apply to be registered in a new municipality at least 5 days before election day. The application must include the voter’s personal details and permanent address.

Alternative method.

Voters with a confirmed disability, voters subject to mandatory quarantine, and voters aged 60 or above, who can also vote by post or by proxy.

  • By post. Voters need to notify their desire to vote by postal ballot no later than 13 days before election day (or 5 days in case of mandatory quarantine). Ballot papers in Braille can be requested. This notification may be made orally, in writing, by fax or electronically and will include proof of the justification for postal voting. A voting package will be delivered 7 days prior to the election, which will have to be duly completed and sent to the competent election commission.
  • By proxy. Voters need to notify their desire to vote by proxy no later than 9 days before election day, following a similar process to the one stated above and including (i) a written consent for the person who is to be given proxy voting authority; (ii) proof of the justification for proxy voting; and (iii) a copy of the voting right certificate, in case the person that receives the proxy voting authority is registered in another municipality.

Online voting is not possible in Poland.

Polling day requirements

Voters need to take their ID card or passport to the polling station. This applies to nationals and mobile EU citizens.

Exclusions. Nationals or mobile EU citizens who have been deprived of their legal capacity or stripped of their civic rights cannot vote in EP elections.

Who can vote?

General.

An individual must meet the following requirements to vote in EP elections in Poland :

  • hold Polish citizenship or be a citizen of another EU Member State;
  • be at least 18 years of age;
  • be permanently residing in Poland; and
  • not be excluded from voting

Mobile EU citizens.

EU citizens must be resident in Poland in order to vote there.

Registration requirements.

Nationals. Polish citizens do not need to register as the municipal authorities of their place of permanent or temporary residence will automatically register them on the electoral roll. In the event of a recent change of address, it is advisable to check whether the automatic registration on the electoral roll has been done correctly between 8 and 21 days before the elections. If not, a citizen can apply for inclusion on the electoral roll no later than 5 days before election day.

Polish nationals residing abroad need to register with the Polish consulate of the country where they reside. They can do so verbally in person, in writing, by telephone, telegraph, telefax or using the electronic form ( https://www.gov.pl/web/dyplomacja ).

Mobile EU citizens. Mobile EU citizens wishing to vote in Poland need to register on the electoral roll of the municipal authority where they reside. While this is usually carried out automatically upon registration for residency, it is possible that the authorities have not yet proceeded to the registration by the time EP elections take place. Mobile EU citizen residing in Poland can request to inspect the electoral roll between 21 and 8 days before the election day. If the registration has not been completed, they will have to submit a written application to be added to the electoral roll in the polling district of choice no later than 5 days before election day.
