Where and how to vote?

Primary method:

Voters must vote in person at the polling station on election day, or alternatively in the days preceding the election when the polling station is open. Voters are informed of their assigned polling station at least 70 days before election day by written notice sent to their residential address in Latvia.

Alternative methods:

Two alternative voting methods are made available for voters under specific circumstances.

Voting at home is possible upon request only for disabled voters, carers of ill persons, voters in medical treatment institutions, voters in detention or subject of measure of deprivation of liberty. Voting at home takes place on the day preceding election day.

Voting by post is possible upon request only for Latvian voters living or staying abroad.

Online voting is not possible. Voting by proxy is not possible.

Polling day requirements:

Voters should present a valid identification document such as a passport, ID card, or residence card.

Who can vote?

General.

An individual must meet the following requirements to vote in EP elections in Latvia:

  • hold Latvian citizenship or be a citizen of another EU Member State who resides in Latvia;
  • be at least 18 years of age.

Mobile EU citizens. EU citizens be resident in Latvia in order to vote there.

Registration requirements.

Nationals.  Latvian citizens are automatically registered in the electoral roll by the Central Electoral Commission based on the population register of the Republic of Latvia.

Latvian nationals living or staying abroad may apply to vote by post or at polling stations operated abroad by Latvian consulates. The application to vote from abroad can be made online.

Mobile EU citizens. Mobile EU citizens residing in Latvia who wish to vote in Latvia must apply for registration with the Central Electoral Commission at least 30 days before election day. The written form can be submitted by post or in person, or alternatively online or via email if it has been signed with a secure electronic signature. On the form, EU citizens have to confirm they will not vote in their home Member State.

Exclusions

Mobile EU citizens who have been deprived of their voting rights in their home Member State cannot vote in EP elections in Latvia. Latvia does not place restrictions on voting by a person convicted of a criminal offence. There are no restrictions on the right to vote for people with disabilities.
