Where and how to vote?

Primary method:

Voters in Luxembourg have to vote in person in the main polling station based on their municipality of residence or at the voting locations set by a Grand Ducal ruling.

Voting in Luxembourg is mandatory for all registered voters (Luxembourg nationals and mobile EU citizens). Those who are unable to vote in the election must explain the reason for their absence to their local State Prosecutor and provide the necessary supporting documents. Unjustified abstentions are punishable by a fine. In the event of repeat offences, the penalty is increased. People exempted from the obligation to vote are those living in a different commune than the one where they are requested to vote at the time of the election and voters above 75 years of age.

Alternative methods: All voters registered on electoral lists are permitted to vote by post as part of EP elections. Voters wishing to vote by post must notify the municipal administration in their place of residence and make an online request for a polling card on www.myguichet.lu, with a letter or using a pre-printed form that can be obtained from the administration.

  • If the polling card needs to be sent to an address based in Luxembourg, the request must be submitted online or be sent by post to the municiaplity at the earliest 12 weeks and at the latest 25 days prior to the election date.
  • If the polling card needs to be sent to an address abroad, the deadline for applying is 40 days prior to election day.

Polling day requirements: Voters must go to the polling station with their ID card, passport or residence permit. It is not an obligation to produce the polling card.

Who can vote?

General. An individual must meet the following requirements to vote in EP elections in Luxembourg:

  • be a national of Luxembourg or a national of another EU Member State;
  • be at least 18 years of age on the day of the election; and
  • enjoy civil rights and not have been stripped of the right to vote either in Luxembourg or in their home country.

Mobile EU citizens. EU citizens must be resident in Luxembourg in order to vote there in EP elections. There is no longer a minimum residency requirement (prior to 2013, two years’ of residency was required before obtaining the right to vote).

Registration requirements.

Nationals.  Luxembourg nationals are automatically registered on the electoral roll.

Luxembourg nationals residing abroad may vote in EP elections by postal vote.

Mobile EU citizens. Mobile EU citizens can register to vote in EP elections in Luxembourg by applying to their municipality to be registered on the electoral roll. There are two ways to submit an application, either online via MyGuichet.lu or on paper by submitting an application form to the municipality of residence of the person concerned. Mobile EU citizens who were already registered on the electoral lists for EP elections no longer need to register. Once registered, voting is mandatory for subsequent elections. Note that registering on the electoral lists for municipal elections is no substitute for registration for EP elections. Votes can de-register at any time.

Exclusions

Luxembourg nationals who have been deprived of their voting rights and mobile EU citizens who have been deprived of their voting rights in Luxembourg or in their home Member State cannot vote in EP elections in Luxembourg.
