Where and how to vote?

Primary method: Voters can vote in person anywhere in Romania and not only at their designated polling stations.  The electoral register and the address of the polling stations are available online (https://www.roaep.ro/prezentare/#).

Alternative methods: If a voter cannot be transported to the polling station due to reasons of invalidity or illness, the chair of the polling station’s electoral office may approve a team of at least two members of the electoral office to go to the voter’s domicile with a special ballot box and the voting material so that they can vote. This request must be submitted to the electoral office no later than on the day prior to the elections and accompanied by copies of medical or other official documents showing that the persons concerned cannot be transported.

EU voters who, on the voting day, wish to vote at a polling station other than that where they appear on the special electoral roll, may vote only if the county or sector electoral office confirms that they have been entered on the special electoral rolls for that location.  Such requests can be made by telephone to the chair of the polling station’s electoral office.

For Romanians abroad, proxy voting is permitted, but requires registration in advance. Voting online or by mail are not possible in Romania.

Polling day requirements: Voting must be done with a valid identity card or passport at the designated polling station.

Who can vote?

General. An individual must meet the following requirements to vote in EP elections in Romania:

  • – be at least 18 years old on the day of the election; and
  • – be registered in the electoral register (this applies both to Romanians and to mobile EU citizens).

Mobile EU citizens. EU citizens must be resident in Romania in order to vote there.

Registration requirements

Nationals. Voter registration is mandatory. Romanian nationals are automatically registered on the electoral register.

Romanian nationals living or staying abroad may vote via proxy vote. However, they must register with the Romanian consulate of the country where they reside using the requires application form (https://www.roaep.ro/prezentare/#upload/public/FormulareCereri/Cerere_inscriere_vot_in_strainatate.pdf). Special polling stations may be set up at Romanian consulates where at least 100 people request to vote. This option is also available to EU citizens residing in Romania who will be staying abroad on election day.

Mobile EU citizens. EU citizens residing in Romania must apply for registration on the special electoral rolls in order to be able to vote. These applications must be submitted in writing to the mayor of the place of domicile or residence, accompanied by a copy of a valid identity document. The application must be made at least 60 days before election day using the required application form (https://www.roaep.ro/management-electoral/geografie-electorala/registrul-sectiilor-de-votare/).

Exclusions

Romanian nationals who have been deprived of their voting rights and mobile EU citizens who have been deprived of their voting rights in Romania or in their home Member State cannot vote in EP elections in Romania.
