Where and how to vote?

Primary method: Voters can cast their vote in persons at the polling station corresponding to their registered address and indicated on the voting card.

Voters who have temporally relocated to another municipality on national duty (e.g. members of the military, police or fire brigade) may apply to vote in that municipality.

Support for voters with a disability is also available. They may request the assistance of another person when casting their vote at the polling station. Separately, voters who have a disability that makes it impossible for them to leave their domicile may request to vote from their home. There are also specific rules allowing people living in a hospital or nursing home to choose to vote at these locations. In addition, persons who are incarcerated may register to vote from prison.  In all cases, voters must apply to the municipality by a specified deadline (not yet determined).

Online voting is not possible. Voting by proxy is not possible.

Before voting begins, a member of the electoral committee may request voters to present their voting card and identity card in order to establish the voter’s identity.

Who can vote?

An individual must meet the following requirements to vote in EP elections in Italy:

  • be an Italian national or a citizen of another EU Member State;
  • be at least 18 years of age on the day of the vote; and
  • not excluded from the right to vote.

Mobile EU citizens. EU citizens must be resident in Italy in order to vote there.

Registration requirements.

Nationals.  Voter registration in the electoral roll is automatic for Italian citizens. In case of a change of address, the electoral roll will be automatically updated, although it is advisable for voters to check the status of the update when elections are coming up and the new voting card has not been delivered yet.

Italian nationals residing abroad may vote at the Italian consulate of their country of residence. Alternatively, they may choose to return home to cast their vote in the municipality on whose electoral roll they are registered. In order to do so, Italian nationals must be registered in the register of Italians residing abroad (AIRE) and must submit an application to the Italian consulate of their country of residence by a specified deadline (not yet determined).

Mobile EU citizens. EU citizens need to register to vote in Italy at least 90 days before election day. To be included in the electoral roll, EU citizens will need to submit a request to the mayor of the municipality where they reside. As part of their request, EU citizens have to submit a written declaration to confirm they will not vote in their home Member State

Exclusions

Italian nationals who have been deprived of their voting rights and mobile EU citizens who have been deprived of their voting rights in Italy or in their home Member State cannot vote in EP elections in Italy.
